World Relief South Sudan (WRSS) a branch of the World Relief Corporation has been providing humanitarian assistance to vulnerable populations in South Sudan since 1998.

World Relief is looking for a suitably qualified candidate to fill the vacancy of

Job Title: Country Director, South Sudan
 
Reports To: Director of Disaster Response
 
Work Location: Juba, South Sudan

GENERAL FUNCTION: To provide overall field leadership and management of the South Sudan country program, ensuring accurate and timely responses in the principle areas of project development and implementation, accounting, human resource management, logistics, and communications.
 
SPECIFIC JOB DUTIES: • Program Development: Assess conditions and identify specific needs of target populations, matching needs to WR’s ability to respond. • Oversee the overall implementation of the program • Attend meetings related to program/security issues that affect program implementation.• Monitor the efficiency and effectiveness of the program, making changes as necessary. • Personnel: Ensure adequate support to the physical, professional and pastoral care of all staff under his/her jurisdiction. • With security officer, monitor all security risks to staff and implement such procedures as to minimize risk. • With HR officer, interview candidates for local staff positions, and execute hiring, firing and promotion of local staff as necessary. • Liaise with DR Program Officer and WR Human Resource Department in filling international staff positions. • Finances: Identify and secure funding and resources for the programs through in-country contacts, when and where appropriate. • With the Finance Manager, manage the financial activity of the entire country program. Receive funds, make disbursements, maintain records and provide reports according to donor and WR Headquarter Financial procedures. • Logistics: Oversee logistics operations to ensure a smooth pipeline of essential program supplies and staff into and out of the program areas. • Communication: Ensure accurate and timely communication with the WR Director of Disaster Response of major developments, needs, security, required reports, and other relevant information pertaining to effective program implementation and grant compliance. • Establish and maintain relationships with national and local governments and other public and private agencies related directly or indirectly to the WR S Sudan present or future work. • Represent WR at official functions and when necessary speak on behalf of the WR, in accordance with stated WR positions.
 
Additional Functions: • Keep abreast of inter-related factors affecting the program, such as environmental, economic, social, political and religious issues, and report his/her assessment of such conditions. • Monitor the overall program environment as it relates to changing realities likely to impact program direction and program redesign. • Continually monitor the spiritual impact of the staff and the program in order that the program might exhibit a holistic Christian witness in keeping with the mandates of the partners. • Other duties as assigned by Director of Disaster Response.

 
KNOWLEDGE, SKILLS & ABILITIES: • Bachelor’s degree /Master’s degree in a suitable field • 5 years experience in hardship postings/complex emergencies, with proven leadership experience. • Computer literate, with experience in MS Office package • Good ability in project planning and design, and project report writing. • Ability to manage budgets, understand financial accountability procedures, logistics, and commodity tracking. • Prior multi-cultural team leadership experience, independent thinker and self-starter. • Excellent written and oral English communication skills, and ability to network amongst diverse partners. • Conflict resolution and negotiation skills. • Foreign language ability, Arabic preferred. • Previous employment with Humanitarian NGOs or UN agencies preferred.

PHYSICAL DEMANDS: Ability to live/work and travel in situations of sometimes limited comfort, able to travel extensively in moderately uncomfortable roads/vehicles as position is based in Juba but with significant travel to implementation locations.
 
WORK ENVIRONMENT: Willing to work in recovery environment in post conflict zone with limited access to some comforts.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. • This position is based in Juba, Sudan, but regular visits to program areas and Regional Office in Nairobi should be expected. • Operating in sensitive and potentially volatile areas, security restrictions in force. • Working hours will be structured in light of the prevailing situation being addressed, and may be unsociable at times.
